In a move aimed at curbing the spread of misinformation and potentially inciting further violence, the South Sudanese government has ordered the shutdown of several social media platforms for the next 30 days.

The decision, announced in a recent government document, cited concerns about the potential impact of online content on public safety and mental health, particularly among vulnerable groups.

This move, announced by the National Communication Authority (NCA), aims to curb the spread of violent content related to the ongoing conflict in neighboring Sudan.

The government statement emphasized that the content circulating on these platforms violated local laws and posed a significant threat to the well-being of citizens.

This action follows a period of escalating tensions within the country, fueled by reports of violence against Sudanese refugees in neighboring Sudan.

A Surge in Violence

Recent weeks have witnessed a surge in violence within South Sudan, with attacks targeting Sudanese nationals residing in the country. This wave of violence was reportedly triggered by the killing of 29 South Sudanese citizens during the recapture of Wad Madani city in Sudan.

In retaliation, groups of South Sudanese youth carried out attacks on Sudanese-owned businesses and homes in various parts of the capital, Juba. These attacks reportedly involved the use of machetes and clubs, causing significant damage and displacement.

Protecting Public Safety and Mental Health

The NCA emphasized that the social media ban is a necessary measure to protect public safety and mental health. The graphic content, they argue, violates local laws and poses a significant threat to the well-being of the South Sudanese population.

The violence against South Sudanese citizens in Sudan has drawn international condemnation. Moussa Faki Mahamat, chairperson of the African Union Commission, strongly condemned the “brutal killings” and urged all parties to exercise restraint.

A Temporary Measure

While the initial ban is set for 30 days, the NCA has indicated that it could be extended for up to 90 days. The authorities have stated that the social media shutdown will be lifted as soon as the situation in Sudan is contained and the flow of inflammatory content subsides.

The recent violence in South Sudan, sadly, highlights a recurring theme: governments resorting to drastic measures, including internet and social media shutdowns, to contain unrest.

Sudan bore the brunt of these losses, with a massive $1.2 billion attributed to prolonged internet disruptions amidst a devastating conflict that has claimed 13,000 lives and displaced millions.

Ethiopia provides another sharp example. To address religious tensions, the government resorted to shutting down major platforms like Facebook, YouTube, Telegram, and TikTok for a significant period. This extended shutdown resulted in a staggering $1.59 billion in economic losses.

These examples highlight the severe consequences of internet shutdowns. Beyond the immediate disruption to communication and access to information, these measures restrict economic growth, hinder innovation, and impede the free flow of ideas.

Furthermore, such actions raise serious concerns about freedom of expression and the right to access information. In an increasingly interconnected world, internet access is becoming essential for education, healthcare, and economic participation.

By restricting access, governments not only undermine fundamental rights but also hinder the development of their own societies.

It’s crucial to remember that while maintaining order is paramount, there must be a balance between security and the fundamental rights of citizens.
