Why Airtel Money and MTN Group Are Under Investigations by COMESA

Airtel Money, a fast-growing mobile money service, has been gaining traction across Kenya, Uganda, and Malawi. Known for its competitive pricing, the platform has been challenging established players like Safaricom’s M-Pesa, signalling a shift in the region’s financial landscape.

However, its rise is now clouded by an investigation from the Common Market for Eastern and Southern Africa (COMESA) Competition Commission.

This probe, centred on allegations of hidden charges and opaque exchange rates on international transfers, could significantly impact Airtel Money’s trajectory.

A Rising Contender in Mobile Money

Airtel Money’s competitive strategies have been instrumental in its growth. By eliminating fees for Airtel-to-Airtel transfers in 2020 and offering lower rates for transactions compared to M-Pesa, the platform has become attractive to cost-conscious consumers. For example:

  • Sending KSh 1,000 to another network: KSh 11 on Airtel Money versus KSh 13 on M-Pesa
  • Withdrawing KSh 1,000: KSh 29 on Airtel Money compared to KSh 31 on M-Pesa.

These seemingly small differences matter to price-sensitive users, helping Airtel Money capture a growing market share. Recent data from the Kenya Communications Authority shows its market share rising from 2.9% to 7.6% by September 2024, while M-Pesa’s share slightly declined.

Allegations and Investigation

Despite its growth, Airtel Money faces allegations of unfair practices. Customers in Kenya, Uganda, and Malawi have reported variations between displayed transaction fees and the actual charges levied.

Additional concerns include a lack of transparency regarding intermediaries involved in transactions and the exchange rates applied.

Specifically, Kenyan customers have complained that the advertised fees often differ from the final deductions. Similar complaints have emerged in Uganda and Malawi, where users face inconsistent exchange rates and unclear transaction details.

COMESA has accused Airtel Money of violating regional regulations by allegedly misleading customers and withholding critical information necessary for informed decision-making. The commission described this conduct as “misleading and unconscionable.”

The Investigation’s Broader Scope

This investigation extends beyond Airtel. MTN Mobile Money in Uganda is also under scrutiny for similar variations in transaction charges and the alleged failure to disclose sender information. Both companies have been called to present their cases on February 28, 2024.

It’s important to note that this is a fact-finding mission; Airtel Money and MTN have not yet been formally found guilty of any wrongdoing.

A History of Regulatory Scrutiny

This isn’t the first time Airtel has faced regulatory challenges. In February 2024, COMESA launched an investigation into Airtel’s partnership with the American Tower Corporation (ATC).

Concerns were raised that this agreement could limit other telecom operators’ access to critical infrastructure, potentially stifling competition.

Airtel Money and MTN: Leading the Way in Mobile Financial Services

Airtel Money Kenya continues to gain traction as a competitive mobile money service, providing users with seamless options like the Airtel Money USSD feature for quick transactions.

Customers can easily complete an Airtel Money transfer or send funds from Airtel Money to M-PESA using the convenient Airtel Money code.

New users can complete their Airtel Money registration through the Airtel money app, which also provides detailed information on Airtel money charges.

On the other hand, MTN Group remains a dominant player in the market, with services like the MTN app available to customers across MTN Nigeria, MTN Ghana, and MTN South Africa.

For personalised assistance, customers can access MTN customer care or use the MTN login portal for account management. MTN Uganda is also a key part of the brand’s presence in East Africa, continuing to expand digital financial services.

What’s at Stake

Transparency and fair pricing are important for maintaining customer trust, especially in the competitive mobile money market.

As mobile money becomes a vital part of daily financial transactions, regulatory bodies like COMESA play a critical role in ensuring consumer protection and fair business practices.

The outcome of the February 28th hearings will be important, not just for Airtel Money and MTN, but for the entire mobile money sector in East and Southern Africa.

These proceedings highlight the delicate balance between promoting innovation and maintaining a level playing field where consumers’ rights are protected.

For now, Airtel Money’s journey continues, with the coming months set to determine its future in the evolving financial landscape.
